After uploading files and folders on your web hosting server, it's time to set "Permissions". Click on the "config.php" file with left mouse button and then with right button. The context menu will appear and click on the "properties / CHMOD"

Another pop-up window will appear and in the field "Permissions"which is murked with red circle on the below image enter 777, then Apply new settings and "Ok"
